As Cuba is beginning to seriously collect taxes and gradually decentralize its fiscal system, Russia is becoming an increasingly sought-after advisor.
In another step towards a close relationship in fiscal matters, Finance and Prices Minister Lina Pedraza was in Moscow to sign a five-year cooperation agreement between the treasuries of Cuba and Russia. The agreement, from 2013 through 2018, includes training for Cuban administrators in Russia.
Pedraza and a Cuban delegation also toured Russia in search of models for tax collection and budgeting methods, Prensa Latina reported. To understand how provincial treasury delegations work, she visited the branch office of Vladimir, some 110 miles from Moscow.
In 2011, the two finance ministries signed a memorandum of understanding that covers?budget policy, including judicial regulation, planning, accounting and budget execution.
