Why Scientists Held Back Details On A Unique Botulinum Toxin

Scientists have discovered the first new form of botulinum toxin in over 40 years, but they're taking the unusual step of keeping key details about it secret.


That's because botulinum toxin is one of the most poisonous substances known. It causes botulism, and the newly identified form of it can't be neutralized by any available treatment.


The researchers published two reports describing their work online in The Journal of Infectious Diseases. The information in those reports is deliberately incomplete, to prevent anyone from using it as the recipe for a potent new bioweapon.


"This is not the usual process for publishing manuscripts. We thought in this case an exception was appropriate," says David Hooper, an infectious disease specialist at Massachusetts General Hospital who serves as one of the editors of the journal.


Normally, the journal would require that the scientists disclose the genetic sequences needed to make the toxin. In this case, however, the researchers didn't want to do that because of the security risk.


The journal's editors ultimately agreed that they could go ahead and publish but withhold the information until new treatments were developed. "There was enough scientific importance that we did not want to delay the publication," says Hooper.


Their decision comes as biologists have been grappling with how to handle potentially dangerous information.


Last year, for example, scientists and security experts had a huge argument over whether to publish the details of mutant forms of bird flu that could potentially cause a pandemic in humans.




Biology has long had a tradition of openness, to allow people to confirm research findings and build upon others' discoveries. But some worry that new technologies have made it easier for basic science to be exploited by people with evil intentions.


And any expert in botulinum toxin knows that its history as a possible bioweapon goes back decades. The Japanese cult Aum Shinrikyo even tried to release it in downtown Tokyo in the 1990s, but these attacks failed.


One scholarly article on the toxin noted that a single gram could potentially kill more than a million people, if it was evenly dispersed through the air and inhaled — although that would be difficult to do.


Botulinum toxin is normally made by bacteria, and it can cause a serious and life-threatening paralytic illness. In the U.S., botulism most commonly occurs in young infants, whose still-developing guts don't have the normal microbes that can inhibit the growth of the bacteria.


The new form of the toxin was discovered by Jason Barash and Stephen Arnon at the California Department of Public Health. They use fecal samples from babies to diagnose botulism and characterize the type of toxin that's producing the disease.


But in the newly reported case, they found a completely unexpected toxin—one that cannot be neutralized by any of the currently available anti-botulinum antiserums.


Barash and Arnon couldn't immediately be reached for comment.


"This toxin has unusual risks and consequences for human health," says David Relman, a microbiologist at Stanford University who was asked by the journal editors to weigh in on the decision to publish the incomplete manuscript. He says if this new type were deliberately misused, we would have no defense.


Relman agreed with the decision to withhold information. "I want to applaud the authors for acting in a way that I think was responsible and prudent," he tells Shots.


An editorial accompanying the report notes that the scientists consulted with numerous officials from government agencies such as the National Institute of Allergy and Infectious Diseases and the Centers for Disease Control and Prevention.


"It would seem that this process, or this consultation, was entirely an internal, within-the-government kind of consultation," says Relman.


He serves on a government advisory board called the National Science Advisory Board for Biosecurity, which is supposed to provide guidance on how to handle biological information that could be misused.


But that committee, which played an important role in the recent debate whether to publish controversial research on bird flu, apparently wasn't consulted this time around. "None of us had heard of this work until I was sent it," says Relman.

Mali's Dembele breaks ranks, backs former PM Keita in run-off

Bamako (Reuters) - The candidate of Mali's largest political party, who came third in the first round of the country's presidential election, broke ranks with his own party on Saturday and said he will back former prime minister Ibrahim Boubacar Keita in a run-off.

Dramane Dembele's move goes against his Adema-PASJ party's plans and deals a blow to the anti-junta coalition that had formed around former Finance Minister Soumaila Cisse, who will be Keita's contender in the August 11 second round.

Keita - seen as close to leaders of the coup last year that triggered Mali's current crisis - secured 39 percent of the first round votes, well ahead of Cisse's 19 percent. Dembele, who scored 9.5 percent, and fourth-placed candidate Modibo Sidibe had been expected to back Cisse.

"I'm making a solemn appeal to all Adema-PASJ supporters and my compatriots who voted for me to vote for Ibrahim Boubacar Keita in the second round of the presidential election," Dembele told a news conference in Bamako.

He said that he felt he had been "betrayed" by some in the party by the fact that Adema could not muster more than 10 percent of the first-round vote although it is the biggest bloc in parliament.

His campaign director, Harouna Cisse, told Reuters earlier that Dembele's decision had led to a split within the party and acting president Ibrahima N'Diaye was against the decision.

The July 20 first round was the first since the March 2012 coup led to the occupation of Mali's north by separatist and Islamist rebels.

French forces intervened in January to defeat the al Qaeda-linked Islamists, whose threats to disrupt the poll did not materialize.

Expert: Jackson would have earned $1B on comeback

LOS ANGELES (AP) ? Michael Jackson could have earned $1.1 billion or more if he had performed a worldwide concert tour and created a Las Vegas show before his death, an accounting expert familiar with the singer's earning potential told jurors Monday.

Arthur Erk, a certified public accountant who conducts royalty audits for musicians, told jurors that Jackson might have earned $1.5 billion for the shows if he had charged higher ticket prices during later shows on the "This Is It" tour.

Erk said he was using conservative estimates to figure Jackson's earning potential if he had lived for several more years, completed a worldwide tour and created a Las Vegas show based on his music. The estimates took into account endorsements and royalties that Jackson could have earned and are heavily dependent on the idea that Jackson would have performed a 37-month, 260-concert world tour.

AEG Live defense attorney Sabrina Strong questioned Erk's assumption during cross-examination because Jackson had never completed a tour that long and hadn't performed a tour in more than a decade. Strong also questioned Erk about three instances where Jackson got into legal disputes over canceled performances, but the accountant said those didn't factor into his analysis.

"He needed to work," Erk said.

His testimony was meant to show jurors the superstar's earning potential in the case brought by Jackson's mother against concert promoter AEG Live LLC.

Katherine Jackson claims AEG Live is liable for her son's death because it failed to properly investigate the doctor convicted of giving the singer an anesthetic overdose.

AEG denies it hired the doctor or bears any responsibility for Jackson's June 2009 death at age 50.

Jurors heard directly from Katherine Jackson on Monday when Strong played a portion of her deposition testimony to rebut the idea her son would have embarked on a lengthy tour.

On the video, she said she was surprised when her son announced the "This Is It" shows in London. "He would always make a joke about he don't want to be doing the Moonwalk on stage when ... he's over 50," she said. "He wanted to be doing something else."

Erk's figures also account for an estimated $134 million the singer would have likely spent before retiring from show business at age 65, Erk said. He said he did not consider the fact that Jackson was an estimated $400 million in debt when he died as a factor in his future earning potential.

Strong also questioned why Erk didn't take into account Jackson's lavish spending, which the lawyer said another witness testified in deposition consisted of $435,000 spent over two months on hotel and airfare in the early 2000s.

Jackson had signed on for only 50 shows in London, although contracts for the shows indicated a longer tour was a possibility.

Jurors will have to determine the amount of any damages in the case if they find AEG Live is liable for Jackson's death.

Erk said Jackson contemplated doing a Las Vegas show based on his music and archival footage that would have generated new royalties for the singer. He estimated the show would last 10 years.

Jackson also contemplated a film career, according to testimony from his nephew Taj Jackson and the singer's longtime creative collaborator, Kenny Ortega. Erk will not offer any estimates on how much Jackson may have earned if he had a successful film career.

Erk is testifying as an expert witness. The accountant also performed royalty audits on companies that released Jackson's music during the height of his popularity in the 1980s, he said.

(AP) ? Stock futures rose Monday as the corporate earnings season kicked into high gear and the government reported that retail sales increased last month.

Citigroup easily topped most expectations for the second quarter and its shares rose 2 percent before the opening bell.

Dow Jones industrial futures rose 37 points to 15,406. S&P futures added 3.9 points to 1,674.20. Nasdaq futures rose 6.75 points to 3,068.75.

While retail sales are up, much of that increase was driven by higher gas prices and volatile auto sales. Core retail sales rose just 0.15 percent, the weakest showing since January.

The report from the Commerce Department showed some weakness at retail stores, particularly department stores.

The government report is the first look each month at the mood of consumers, who have proven surprisingly resilient given higher taxes and a stubbornly high unemployment rate.

Markets are still being buoyed by comments from the chairman of the U.S. Federal Reserve last week. Chairman Ben Bernanke said the government remains committed to stimulus efforts and would not ease up on a bond-buying program that has infused global markets with cash.

Bernanke begins two days of testimony on Capitol Hill Wednesday, one of two addresses the Fed provides to Congress regarding monetary policy.

Earnings reports on tap this week include Coca-Cola, Goldman Sachs, Johnson & Johnson, Bank of America, Google and Microsoft. General Electric caps off the week Friday.

Florida motorcyclist killed in 285 mph crash in Maine

LIMESTONE, Maine (AP) - Officials say a Florida motorcycle racer trying to top 300 mph died after losing control and crashing at an annual speed trial event in northern Maine.

The Loring Timing Association says 44-year-old Bill Warner of Wimauma, Fla., crashed Sunday during The Maine Event, a race being held on a runway at the former Loring Air Force Base.

Race Director Tim Kelly says Warner was clocked at 285 mph before he lost control. He says Warner was conscious and talking as he was taken from the scene but died later at a hospital.

Warner rode a modified turbocharged Suzuki Hayabusa. He previously hit 311 mph on the same course in 2011, using 1.5 miles of pavement. This time he was trying to hit 300 mph using just a mile of pavement.

Fight to preserve pristine Antarctic ecosystem stalls

Environmental groups were left stunned and disappointed this week after their proposal to protect the last sea on Earth with a near-pristine ecosystem fell at the final hurdle.

The Ross Sea, south-west of New Zealand, is the southernmost body of water in the world, gouging a chunk out of Antarctica. This week, 24 governments and the European Union attended a meeting of the Commission for the Conservation of Antarctic Marine Living Resources in Bremerhaven, Germany, to decide whether to turn it into a marine protected area. This would have banned fishing in the spawning areas of some species and put limits on the amount of fish caught elsewhere.

The deal needed unanimous agreement to pass so was derailed when Russia ? one of the countries that fishes in these waters ? voted against it, citing uncertainty about whether the commission had the legal authority to establish a marine protected area.

The Ross Sea is special because it is still dominated by the great hunters of the seas, rather than the plankton and invertebrates that make up most of the rest of the world's oceans. Whales, penguins, seals, carnivorous fish and other top predators tend to be only a tiny part of the system. In the Ross Sea, these big beasts reign supreme. As well as large populations of orcas, minke whales and hundreds of thousands of seals, it contains over a quarter of the world's Ad?lie and emperor penguins.

"[It's] an immense biomass of top predators? mind-boggling," says independent oceanographer David Ainley.

The Ross Sea is considered one of the most pristine ecosystems on the planet because humans had left it alone until relatively recently. This means it offers scientists "the last chance to understand how a healthy marine ecosystem functions", claims the Antarctic Ocean Alliance (AOA), a coalition of environment groups.

But they argue that it won't be this way for long if it's not protected. Since 1996, fishing fleets have been taking its most important predator fish, the Antarctic toothfish, which is sold around the world as Chilean sea bass. This harvest is already starting to alter the trophic structure of the Ross Sea, says Ainley.

The commission meeting voted on a proposal from the US and New Zealand to create a protected area covering 1.6 million square kilometres in and around the Ross Sea (see map). There was also a second proposal from the European Union, Australia and France to protect the coastal waters around East Antarctica. If either proposal had passed, it would have created the world's largest marine protected area.

"We are really disappointed about the result," says Steve Campbell at the AOA, who described the Russian objection as a "bizarre challenge" given the commission established a marine protected area around the nearby South Orkney Islands in 2009.

The AOA will now work to remove the "roadblock in Moscow" in time for the next commission meeting in Hobart, Australia, in October. "We think we can do it at the next meeting," he says.

15 Steps to Start your Own Tech Business: Part 1 - The Next Web

1. Dream big and start small

If you are dreaming about starting your own company, but you don?t know exactly what it is you want to do or if it?s even the right time, use your time to study. Starting a fast-growing tech business is incredibly challenging, and requires a variety of skills. The time you take for studying, allows you to explore your talents and find the one thing you really excel at.

If you have a passion for design, programming or business ? try to become incredibly skilled in one of those. The skillset of a founder often defines the focus and the culture of a company. We are always looking for great individuals who have a broad understanding of the things we are doing and share an entrepreneurial spirit. At the same time, we have a cultural guideline, that says ?a Wunderkind is a master in something?. So, as an aspiring founder, invest your time and energy in identifying your talents and then follow your passion.

You can succeed or fail, no matter if you have a degree or not. But if you choose your university wisely, you?ll gain much more than just factual knowledge. Meeting likeminded people, having the time to experiment and building up a great network are only a few of the advantages that come with going to the best university for you.

The myth about incredibly successful founders, that dropped out of college might be true in some cases, but there are also enough examples of the opposite. The US has excellent universities for entrepreneurs, most famously Harvard (Mark Zuckerberg, Bill Gates), Stanford (Elon Musk, Larry Page) or MIT. Early-stage investors do look very careful at the education of founders, they either look for an excellent academic education, or years of experience in the industry. If you are about to start your own company, be aware of this.

Some of the best universities for entrepreneurs in Europe are in Germany ? here are my personal favorites with regard to the tech industry:

The bottom line: don?t believe the myth of the college dropout who becomes a disruptive entrepreneur. Building up a company, leading a team and sustaining a highly successful international business is hard work and requires a lot of knowledge. There are many ways to gain this knowledge.

Depending on where you stand in your life, take the time and find a university that lets you find, explore and grow your personal dream. And ideally you will even find your potential cofounders right there on campus. Investing in your own knowledge and skills, means investing in your dream.

2. Work to learn, not to earn

Now that you?ve studied hard and really gotten deep into a particular discipline, it?s time to broaden your skill set. While it?s critical to become deeply skilled in one area of the business, the required skill-set to start and run a company is much more varied. Starting a tech business requires a strong sense for products, timing, trends and markets, which you can only acquire through experience.

When I was 16 or so, I discovered a book called Rich Dad, Poor Dad ? What the Rich Teach Their Kids About Money. I might have even read the childrens edition ? I loved it! I?ve recommended it to many of my friends because it contains a solid piece of advice: ?Work to learn, not to earn.?

In order to be successful in life, it helps to understand the basics of successful leaders and successful companies. I?ve worked for different entrepreneurs, various startups and larger businesses as both an employee and partner. I did this by starting my own design and !eb agency right after I came to Berlin. We worked for all types of businesses for about three years.

There were times of high profitability, but also times when we were close to bankruptcy. We didn?t earn much money, but it sufficed to pay our rent, food and universities degrees. In the end, this experience proved to be the foundation of starting our own tech company. The reason we learned so much was clear: we weren?t focused on money, we were focused on learning. Our personal goals in those first few years, were to start a tech business out of the agency business and that?s exactly what we did.

When we started 6Wunderkinder, we put all of our learnings from the agency into the new company and product. We learned how to win and lose customers, how to manage and mismanage projects, and how to hire and fire developers and designers. Most importantly, we learned how to fail at many things ? the basics of any tech business. In retrospect, learning to face failure was my biggest takeaway. Each time you fail, you become more resilient. And as long as you do what you love, it will keep you going.

Having a period in my life dedicated to starting my own thing was critical. However, this doesn?t mean you should start your own agency. There are many alternatives to get similar experience. I would recommend you acquire experience at both a large and highly-profitable tech business (e.g. Apple, Microsoft, Google) and also a small, but fast-growing startup. For the latter, join SoundCloud, Wooga, ResearchGate or equivalents before you set out on your own idea.

Experiencing both types of businesses and the challenges they face will help you understand firsthand the reasons for their success. Learning how different businesses are structured, how they build their products, how management and leadership works is a long process. There is no way you can learn everything, but trying to understand most of it, is incredibly helpful in starting your own venture.

As a founder, you will focus on finding the right idea and building your product. Defining company culture will be equally important for you. By working at different companies with varying missions and ways of doing things, you will learn what kind of company that you want to build. You will also know what skills you?ll need among your co-founders and first employees. Try to vary your experience even further by alternating between design, product, and sales-focused environments.

3. Join the community and meet founders

Spending time with ambitious and like-minded people shaped my own path. Most of my friends are developers, designers, entrepreneurs, and work for different kinds of startups. When you move to a new city, like I did, it can take some time to connect with other founders. Leo Widrich, one of the co-founders of Buffer, wrote a great, provocative piece about the importance of the people you spend time with, and quoted the entrepreneur Jim Rohn:

?You are the average of the five people you spend the most time with.?

If you start an international tech business, you?ll be competing with intelligent, ambitious, and highly skilled people from all around the globe. It?s a huge challenge and having a great community of entrepreneurs, developers and designers for support is key.

I?m lucky that Europe, and especially Berlin now has a strong and fast-growing community. But, when I first moved here, I didn?t know anyone from the startup scene or anything about related events. I had no clue how to go about meeting with founders or investors.

To help aspiring entrepreneurs facing the same issues, I started a Facebook group called Berlin Startups. My goal was simple, I wanted to build a community to connect people and allow them to share knowledge. I invited founders, investors, lawyers, developers, designers and many more. The group now has more than 7,000 members, with people representing almost every German startup. It?s now the easiest way to discover startup events and connect with great people.

Besides connecting with founders, I would also recommend you identify potential mentors. These can be entrepreneurs who you think are doing a phenomenal job in building great companies. Surround yourself with them, learn from them. You?ll find out it?s easier than you think to get in touch with these people. It?s incredible how much you can learn from a single 30 minutes meeting. I spent a lot of time in the beginning just reading about entrepreneurs and watching interviews on YouTube. I recommend you watch interviews on PandoMonthly, Foundation and Stanford?s Entrepreneurship Corner.

I follow many founders, CEOs, industry leaders, venture capitalists and other startups on Twitter and Facebook to learn more about who they are, and what they do. It?s a quick way to learn more about trends and important topics.

Read blogs like TNW, TechCrunch, and The Verge to keep up-to-date. I also love to read the blogs of founders and investors, especially Fred Wilson, Brad Feld, Ben Horowitz, and Tom Tunguz.

    HTC UK confirms Official Android 4.2.2 Jelly Bean OTA Update is now available for HTC One

    HTC UK has officially announced that the Android 4.2.2 Jelly Bean update is now available for the UK-based HTC One smartphones. Simply check the Software Update menu of your device and you will be able to upgrade the phone in no time with the latest build of Jelly Bean firmware.

    Since the Twitter account that announced the OTA Update is the UK edition, it means that the news is for HTC One users who live in the United Kingdom. So, the new firmware update will improve several areas of your device, section such as the launcher, widgets, lock screen widgets, tweaks for other small apps and tons of other new features.

    Check to see if the update is available by opening Settings, then About, open Software Update and tap the ?Check Now? button.

    Android 4.2.2 Jelly Bean for HTC One UK has the firmware version set to 2.24.401.1 and it measures 416.45MB in size.     Lincecum throws 1st no-hitter, beating SD 9-0

    (AP) ? Tim Lincecum pitched his first career no-hitter and the second in the majors in 11 days, a gem saved by a spectacular diving catch by right fielder Hunter Pence in the San Francisco Giants' 9-0 win over the last-place San Diego Padres on Saturday night.

    The two-time Cy Young Award winner in a season-long funk was the loser when Cincinnati's Homer Bailey no-hit the Giants on July 2, threw a whopping 148 pitches.

    Lincecum (5-9) was in control from the start Saturday, striking out 13. He walked four and hit a batter.

    Still, he needed some help to preserve his no-no. Pence caught Alexi Amarista's sinking liner with a full dive to end the eighth. The Freak pumped his fist as Pence jumped up with the ball in his glove. Amarista put his hands to his helmet and pulled it off in disgust.

    "I thought for sure it was a hit," Lincecum said. "You see Hunter flying out of nowhere making the flying grab. That was really impressive a big play for us."

    Pablo Sandoval did his part, too, when he made a nice backhanded play on pinch-hitter Jesus Guzman's grounder deep behind third base and threw him out for the third out of the seventh.

    Lincecum had been struggling coming in, losing his previous four decisions and hadn't won since June 4 against Toronto. He hadn't won on the road since April 3 at the Los Angeles Dodgers.

    Then again, he'd gotten only 12 runs of support in his last 10 starts.

    The Padres remain the only team without a no-hitter.

    SAN DIEGO ? The laughter and chatter ceased as soon as the two naval chiefs appeared on the rooftop deck of the barracks, where four sailors - three men and one woman - were having drinks in a hot tub with a sweeping view of San Diego Bay.

    Chief Petty Officer John Tate approached the group and asked a 23-year-old in a don't-try-to-fool-me tone whether his Gatorade bottle was spiked. Then Tate turned to the only female in the hot tub: "You on the same ship? You drinking a little bit, too?"

    "I'm just sipping on it," she said.

    There was no mention of the military's push to prevent sexual assaults in its ranks, but those in the hot tub at Naval Base San Diego said they knew that's why Tate was there. Tate serves on one of the Navy's new nightly patrol units charged with policing bases to control heavy drinking and reckless behavior.

    The patrols are among a number of new initiatives the armed forces is implementing to try to stop sexual assaults by changing the military's work-hard, play-hard culture. The effort follows a Pentagon report, released in May, that estimates as many as 26,000 service members may have been sexually assaulted last year.

    The head of the Army has called sexual assault "a cancer" that could destroy the force, while Defense Secretary Chuck Hagel said the problem threatens to undermine troops' effectiveness in carrying out missions. But military leaders have rejected far-reaching congressional efforts to strip commanders of some authority in meting out justice, saying that would undercut the ability of commanders to discipline their troops.

    Now every branch is scrambling to demonstrate it can get the situation under control by instituting new measures that emphasize a zero-tolerance message and crack down on alcohol, which is said to be a major contributor to the problem.

    "We need cultural change, where every service member is treated with dignity and respect, where all allegations of inappropriate behavior are treated with seriousness, where victims' privacy is protected, where bystanders are motivated to intervene, and where offenders know that they will be held accountable by strong and effective systems of justice," Hagel said after the report was released.

    Hagel ordered all commanders to inspect workspaces by July 1 to ensure they were free of degrading material, and he gave military leaders until Nov. 1 to recommend ways to hold officers accountable for their commands' environments.

    In June, thousands of military men and women attended interactive, in-your-face training programs as part of a Pentagon-ordered stand-down from regular duties to specifically address sexual assault. The service members role-played uncomfortable scenarios, watched explicit videos that included rape scenes and were grilled over the meaning of "consent" in boot camp-style lectures. Some branches allowed media to attend the sessions.

    During one course at the Marine Corps Recruit Depot on Parris Island, S.C., 1st Sgt. Rena Bruno paced in front of screens filled with statistics as she schooled 200 recruits, in their 10th day of basic training, on the definitions of sexual assault and harassment.

    "We're tired of hearing about it in every military branch!" Bruno bellowed. "It brings dishonor to the Marine Corps! You got that?"

    "Yes, ma'am!" the young men yelled back.

    Bruno cited an incident in which a Marine drugged his roommate, and then videotaped the ensuing encounter. The class groaned, but recruit Alex Ritter, 21, of Lafayette, La., said Bruno's message came through loud and clear: "It shows what's happening both in the civilian world and in the armed forces."

    At another class at Eglin Air Force Base in the Florida Panhandle, about 200 airmen, mostly in their 20s, watched videos that showed an old World War II bomber plane decorated with a painting of a pinup girl and a sexually suggestive squadron patch.

    Saying the culture has to change, Lt. Col. Rick Hughes told the group: "America's view is that the military condones sexual assault."

    At Fort Bliss Army base in Texas, Sgt. Wallace Levy inappropriately rubbed a soldier's back to see if those in his training class would react. When no one did, he admonished them: "Don't look the other way if you see it happening."

    Each branch of the military is imposing new rules, mostly aimed at service members in their 20s, who the Pentagon says are most vulnerable to an attack.

    The Army implemented a 9 p.m. curfew and banned alcohol for young soldiers at 22 of its basic training facilities. The Marine Corps' top leader ordered "climate surveys" for all new commanders to check for harassment, hazing and alcohol problems among their subordinates.

    The Air Force put a female two-star general in charge of a beefed-up office responsible for sexual assault prevention and response, while the U.S. Air Force Academy in Colorado hired a civilian psychology professor to teach courses on interpersonal violence and men and masculinity for one year.

    The Navy plans to replicate the nightly patrols roaming San Diego's bases at some 70 installations worldwide, including in Pensacola, Fla.; Naples, Italy; and Yokosuka, Japan.

    Military officials are also learning from mistakes made while trying to address the problem. Responding to a lawmaker's complaints, the Air Force this summer pulled a brochure circulated at a South Carolina base that stated, "If you're attacked, it may be advisable to submit than to resist."

    Some service members have bristled at the new restrictions, calling them unfair for punishing all for the sins of a few.

    "This represents the military's simplistic approach to solving a complex issue that it has ignored for years," Army Spc. Sam Ellison, a 28-year-old soldier at Texas' Goodfellow Air Force Base, which has a 9 p.m. curfew for new troops, wrote in an email to the Army Times newspaper.

    Ellison said the misguided thinking is, "If we treat all of the soldiers like criminals, they can't commit crimes."

    "Big Brother would be proud," he wrote.

    Military officials defended the actions, given the rise in cases. The Pentagon report found a 6 percent increase in reported sexual assaults, or 3,374 cases, in fiscal year 2012 over the previous year. But officials believe the problem is far worse. Based on that number and anonymous surveys of service members, the Pentagon estimated the number of victims may be as high as 26,000.

    More people are stepping forward after word spread about resources for victims, including a 24-hour hotline and expedited transfers from a unit after an abuse is reported. But the crime is still widely underreported because of fear of retaliation and other reasons, Pentagon officials said.

    The Pentagon established its Sexual Assault Prevention and Response program eight years ago with the goal of reducing attacks through annual training and campaigns to encourage more reporting by victims. Since then, the number of reported cases has risen by 98 percent - which critics say shows the need for judicial reform.

    "Until there are structural changes, you're not going to train your way out of this epidemic," said Brian Purchia of Protect Our Defenders, a nonprofit that helps military sexual assault victims. "There needs to be actual punishment."

    A sweeping defense bill approved by the U.S. House in June would impose new punishments, including requiring a mandatory minimum sentence of two years in prison for military personnel convicted of rape or sexual assault. The bill also would strip military commanders of the power to overturn convictions in those cases. The Senate is expected to take up the issue this fall.

    Navy Lt. Cmdr. Nathan Christensen, a Pentagon spokesman, said Hagel has not ruled out any remedies but that "the key to preventing sexual assaults ... will be our commanders" and the standards they set.

    Troops also are being trained to speak out if a higher-ranking officer behaves inappropriately, military authorities said.

    In San Diego, Chief Petty Officer Tate said the roving patrols, along with other measures, seem to be making a difference.

    Six months ago, the Navy banned pitchers of beer at the bowling alleys and pizza parlors on all three of its bases in the city. At the same time, each base also launched a resident adviser program. Chief petty officers now live in every barrack and are trained to respond to situations that could spiral out of control.

    Many of the resident advisers, like Tate, also serve on the roving patrols, which started in February and were modeled after a similar effort at the Navy's training facility for new recruits in Great Lakes, Ill. Sexual assaults there dropped by more than 60 percent over a two-year period.

    In San Diego, rotating teams of two senior enlisted officers patrol from 7 p.m. to midnight on weekdays and from 11 p.m. to 5 a.m. on weekends, walking from barrack to barrack to peek in on communal areas before checking popular drinking spots.

    On a warm May night at Naval Base San Diego, Tate and his partner stopped by picnic tables, a bowling alley and the rooftop hot tub on the base, which borders a working-class neighborhood near downtown. An adult entertainment shop sits on a crime-ridden street near the base; sailors are barred from the thoroughfare.

    The most common infraction Tate said he had handled so far were male sailors violating base rules banning earrings. Still, he said he believed his impromptu appearances were helping to keep people in line.

    "They know we're watching them," he said.
