CHARLESTON, W.Va. (AP) ? Alisha Carter-Camp had a new job, a wedding to plan and a 26th birthday to celebrate with a family cookout and toasts to the birthday girl in a yard full of children. By the end of the night, she was among eight dead, including six children, in one of the city's deadliest house fires in decades.

The blaze tore through the two-story home while the family slept early Saturday, hours after the last guest left Carter-Camp's party, authorities said. The dead children ranged from 18 months to 8. A seventh child, a 7-year-old boy, was hospitalized on life support.

The cause was under investigation, although arson wasn't suspected, Charleston Mayor Danny Jones said. The fire started about 3:30 a.m. on the first floor. Jones said the home had just one working smoke detector; the city required several. A building inspection that had been scheduled for last month didn't happen because only children were home at the time.

A children's picnic table, chairs and an umbrella were overturned in the yard of the home, roped off by police tape on a corner in a neighborhood tightly packed with small houses in north Charleston. Flames and smoke blackened the front of the house Two huge front windows were shattered, and appeared to be an opening for an upstairs air conditioner was stuffed shut with clothes.

Alisha Carter-Camp, who would have been 26 Saturday, was among those killed, Jones said. She had been working as a hotel clerk for six months and told neighbors she planned to get married in June and move to Pittsburgh.

Four of the victims were 3 years old: Jeremiah Camp, Elijah Scott and two children who were only identified by their first name. Keahna Camp, 8, Emanuel Jones, 18 months, and an adult, Alex Seal, were also killed.

Bryan Timothy Camp, 7, was hospitalized in critical condition. One adult survivor, Latasha Jones Isabell, went to the hospital but it wasn't clear if she was treated. Authorities said all the victims were related, but they weren't sure how and didn't know how many lived full-time in the home.

"We have reason to believe that a lot of the people stayed in the house more than one night and maybe on a weekly basis," Jones said. "These people may have had residences in other places, but a lot of people lived in this house."

Carter-Camp and her two children were staying with her sister at the home, said Roxie Means, who lives down the street.

The party started Friday afternoon with a cookout and toasts of wine.

"They were nice people drinking a glass of wine," Roxie Means said. "They weren't drunk. They weren't overdoing anything."

Roxie's daughter, 14-year-old Cassie Means, said she noticed lit candles inside the home when she attended the party Friday night.

Roxie Means said Isabell, 24, was smoking a cigarette outside, noticed the fire and came running to Means' home in the middle of the night and started "beating down the door."

The home was engulfed in flames when firefighters arrived. When they went inside, they immediately came across five victims and "started realizing there were a lot of people in this house, a lot of children."

Jones said he was devastated by the news of the fire ? the deadliest in the state capital since since seven firefighters perished in while battling a fire at a Woolworth department store in 1949.

"I was with my children and I just grabbed them and hugged them, because I have a 5-year-old and a 4-year-old," he said. "I walked up there and caught a glimpse of some fatalities and it's something that's hard to grasp. The fact that there are (six) dead children, it's unimaginable."

Rusty Eaton, general manager at the Holiday Inn Express Charleston Civic Center, said Carter-Camp was one of his employees. Eaton said he was notified of her death by her mother Saturday morning.

"Everybody's taking it pretty tough, including myself," Eaton said. "It's a tough thing. It's something you hope you never have to deal with."

He said Carter-Camp had worked at the hotel's front desk for about six months and also helped audit financial paperwork at night. He said that she felt at ease speaking with anyone and that "you didn't have to teach (her) personality."

"She had one of those infectious smiles, never met a stranger. She had personality to spare," Eaton said. "She was great with our customers, great with her co-workers. Certainly, she'll be sorely missed by us."

By midmorning, police had pulled the bodies out. On Saturday afternoon, police searched Carter-Camp's vehicle still parked outside.

"She worked seven days a week, had her kids here," Roxie Means said. "I love the kids. That's really what hurts us."

Jones said the home had one working smoke detector on the bottom floor, but it was on a counter and wasn't properly mounted to a ceiling. Another was found in a basement area but didn't work. The city requires smoke detectors in basements, one in every bedroom and in hallways.

A city building inspector had made arrangements with the owner, Deloris Shamblen, to inspect the home on Feb. 28. Carter-Camp had signed a permission slip to inspect the property, but when the inspector arrived, a child answered the door and asked the inspector to come back when an adult was there, Jones said.

"Had we seen the fact that they did not have the proper number of smoke detectors, we might have saved a lot of lives," Jones said.

A telephone message left with Shamblen wasn't immediately returned Saturday.

Roxie and Cassie Means stood outside the burnt-out house and remembered the kids playing in front of it just hours earlier. Cassie Means said she had made the kids a promise; they wanted to know if she would be back on Saturday.

"'Cassie, are you coming over to play with us tomorrow?' I said, 'yeah.'" she recalled.

The child continued, "'you promise me you'll be here tomorrow?'" Cassie Means recalled. "I said, 'I promise you I'll be here when you wake up to play with you. I'll be here right when you wake up."

House GOP budget plan heats up as campaign issue

WASHINGTON (AP) ? The new debt-slashing budget plan pushed by House Republicans heated up as a presidential campaign issue Sunday as the proposal's architect, Rep. Paul Ryan of Wisconsin, sparred with top Democrats over its political fallout and downplayed the possibility he could be tapped as a vice presidential candidate.

Senior White House adviser David Plouffe dismissed the GOP plan Sunday as "a lot of candy, not a lot of vegetables," and charged that it would be "rubber-stamped" as law if leading Republican presidential hopeful Mitt Romney is elected.

"This is really the Romney-Ryan plan," Plouffe said, adding that its mix of across-the-board tax cuts and stiff budget cuts "showers huge tax cuts on millionaires and billionaires paid for by senior and veterans."

Ryan tried to tamp down speculation that he could be tapped for the No. 2 spot on the GOP ticket, although who will be the nominee is far from settled.

"I would have to consider it, but it's not something I'm even thinking about right now because right ? I think our job in Congress is pretty important," Ryan said. "And what we believe we owe the country is, if we don't like the direction the president is taking us, which we don't, we owe them a specific sharp contrast and a different path that they can select in November. And doing this in Congress is really important."

The House GOP debt-reduction plan, unveiled last week with minimal Democratic congressional support, is quickly sharpening as a line of division for the fall campaign, pitting GOP and tea party pressure for a reined-in budget against White House and Democratic party alarms about a weakened Medicare system and tax relief for the wealthy.

"This is a sharp, clear difference with two different futures," Ryan said. Despite growing signs that the U.S economy is struggling back to life, Ryan threw down a marker for the fall national election, saying that the GOP plan is the only alternative to a looming debt crisis versus Obama's "path of debt and decline."

The GOP proposal ? endorsed by Romney last week during a meeting with GOP congressional leaders ? would slice $5.3 trillion from President Barack Obama's budget over the coming decade through tax reforms and sweeping program cuts. The plan aims to shrink U.S. deficits by $3.1 trillion over the next decade, reducing tax burdens while cutting Medicaid payments and shifting oversight to states and sharply cutting other domestic programs.

House Budget Committee chairman Ryan, who authored a similar plan last year sunk by White House and Democratic congressional opposition, agreed that Romney backed his plan generally. But he said the former Massachusetts governor might not be in complete lockstep with his vision.

"I'm not expecting everyone to enact every little piece," Ryan said, adding that he expects Romney will back the plan's main planks.

Sen. Charles Schumer, D-N.Y., cautioned that his party would blunt the Ryan plan again as it did last year, also noting the election year "contrast with Democrats." He said Senate Democrats would offer up a rival tax reform plan on tax day, April 15, calling for increased taxes on wealthy Americans along the lines of the "Buffett Rule" acclaimed by billionaire Nebraska investor Warren Buffett.

"Let's be fair, you should pay more than your secretary," Schumer said, echoing Buffett's complaint that the current tax system allows the megarich to pay at lower tax rates than many of those who work for them.

Ryan and Plouffe spoke on "Fox News Sunday," while Ryan and Schumer went on CBS' "Face the Nation."

Australians want sports drug use criminalised: survey

A national survey has found more than half of Australians believe the use of performance enhancing drugs in sport should be treated as a criminal matter.

The joint research project by Canberra and Griffith Universities surveyed 2,500 people aged over 18 about their opinions on drugs in sport.

Researchers questioned people over the phone about anti-doping policies and what punishments should be given to drug takers.

Canberra University's Dr Terry Engelberg says the majority wanted police to be involved in future investigations of drugs in sport, such as steroids.

"Performance enhancing drug use is not criminalised in Australia at the moment, is not in any way," he said.

"But 54 per cent of our respondents believe that performance enhancing drug use should be criminalised, but not just criminalised - investigations should be conducted by police officers, instead of sporting bodies."

Dr Engelberg says respondents also said sporting clubs should face penalties as well.

"About two thirds of respondents also agreed that clubs should be penalised if one or more of their athletes were found to be using performance enhancing drugs."

Around 80 per cent of the people surveyed also said they think positive drug tests should be made public.

Why waste your college education on a degree in marketing when a few years from now, we're all gonna be holed up in a bunker somewhere hoping the walkers don't find us?

At least the folks at Michigan State University are thinking ahead. That's why this summer they're offering a seven-week course called ''Surviving the Coming Zombie Apocalypse: Catastrophes & Human Behavior.''

The purpose of the class is to "utilize the hypothetical to draw attention to historical cataclysmic events and their impact on personal, societal, and global levels"; this will apparently include the Walking Dead-inspired ?Catastrophic Event Simulation,? which splits up students into survivor groups. (I'm guessing if you live, you pass the course.)

Now that's the kind of learning you don't get from a book. But wait, zombies aren't the only looming threat!

What about vampires? Aliens? Hunger Gamers? Yikes!

If I were going back to school right now, I'd want my class schedule to look like this:

"Fangbanging 101: How to Love a Vampire & Still Be Able to Suntan." Much as we all love True Blood, what if your town turned into Bon Temps? Class will focus on vamp/human communication skills and bio-hazardous waste disposal.

"Naval War Strategies for the New Age: Fighting an Alien Fleet." Um, have you seen the trailer for Battleship? Class will focus on Alexander Skarsgard. And ... uh ... sailing. And stuff.

"So You're a Vampire. Now What?" You know Bella would sign up for this one if she could.

"A Beginner's Guide to the Arena: Hunting, Fighting, Hiding, and Everything Else You Need to Know to Survive." The thing about The Hunger Games that really gets me, as far as apocalyptic fantasies go? I can actually see something like that happening. So yeah, um ... what do I do for extra credit?
