DURBAN, South Africa (AP) ? The U.N.'s top climate official said Sunday she expects governments to make a long-delayed decision on whether industrial countries should make further commitments to reduce emissions of climate-changing greenhouse gases.
Amid fresh warnings of climate-related disasters in the future, delegates from about 190 countries were gathering in Durban for a two-week conference beginning Monday. They hope to break deadlocks on how to curb emissions of carbon dioxide and other pollutants.
Christiana Figueres, head of the U.N. climate secretariat, said the stakes for the negotiations are high, underscored by new scientific studies.
Under discussion was "nothing short of the most compelling energy, industrial, behavioral revolution that humanity has ever seen," she said.
Archbishop Desmond Tutu, a hero of the movement that ended apartheid in South Africa, led a rally at a rugby stadium later Sunday urging negotiators to be more ambitious during what were expected to be difficult talks. Unseasonably cold, windy weather kept the crowd to a few hundred spectators.
Tutu, dressed in ecumenical purple robes, he said the struggle to end the racist regime in his homeland is now followed by a fight against "another huge enemy, and no country can fight this particular enemy on its own."
He chided countries that have been reluctant to renew pledges to cut carbon emissions. Whether rich or poor, "we have only one home. This is the only home we have," he said. "For your own sakes, you who are rich, we are inviting you: Come on the side of right."
In Rome, Pope Benedict XVI ? sometimes called the "green pope" for his outspokenness on environmental issues ? also called for the delegates in Durban to heed the needs of the world's poor.
"I hope that all members of the international community agree on a responsible and credible response to this worrisome and complex phenomenon, taking into account the needs of the poorest and future generations," he said during his traditional Sunday blessing from his studio overlooking St. Peter's Square.
Hopes were scrapped for an overall treaty governing global carbon emissions after the collapse of talks at a climate summit in Copenhagen two years ago. The "big bang" approach has been replaced by incremental efforts to build new institutions to help shift the global economy from carbon-intensive energy generation, industries and transportation to more climate-friendly technologies.
But an underlying division between rich and poor countries on the future of the 1997 Kyoto Protocol has stymied the negotiators.
Figueres said she hoped for a decision on extending emission reduction commitments under the Kyoto accord, which has been postponed for two years. Previous commitments expire next year.
"It's a tall order for governments to face this," but they show no interest in yet another delay, she said.
High on the conference agenda is the management of a fund scaling up over the next eight years to $100 billion annually to help poor countries cope with changing climate conditions.
Questions remain how the money will be governed and distributed, but more immediately, how those funds can be generated from new sources beyond established development channels from the West.
Ideas on the table include a carbon surcharge on international shipping and on air tickets, and a levy on international financial transactions ? sometimes called a Robin Hood tax.
A committee of 40 countries worked for the past year on drawing up a plan to administer the Green Climate Fund, but agreement on the final paper was blocked by the United States and Saudi Arabia, and the final contentious issues will have to be thrashed out in Durban.
Todd Stern, the chief U.S. delegate, said the negotiations had been too rushed.
"I am pretty confident that we're going to be able to work these things out," he told reporters last week, without naming the problematic issues.
But Figueres said the future of the Kyoto accord, which calls on 37 wealthy nations to reduce carbon emissions 5 percent below 1990 levels by the end of next year, is the most difficult political issue that nations face.
"If it were easy we would have done it years ago," she said.
Poor countries want the industrial nations to commit to more cuts for a second period, saying the protocol is the only legal instrument ever adopted to control carbon and other gases that trap the Earth's heat.
But the wealthy countries, with growing consensus, say they cannot carry the burden alone, and want rapidly developing countries like China, India, Brazil and South Africa to join their own legally binding regime to slow their emissions growth and move toward low-carbon economies.
"We need to protect the Kyoto Protocol as the bedrock of the global climate regime," Tim Gore, the climate strategist for the aid agency Oxfam International, told The Associated Press.
In the weeks preceding the conference delegates have been bombarded by new research and scientific reports predicting grim consequences for failing to act.
The U.N. weather agency reported last week that greenhouse gases have reached record-level concentrations in the atmosphere since the start of the industrial era in 1750. New figures for 2010 from the World Meteorological Organization show that carbon dioxide levels are now at 389 parts per million, up from about 280 ppm 250 years ago.
This week the weather agency is due to report on global temperatures for 2011, which are expected to show a continuing long-term trend of global warming. The Geneva-based agency said last year that 2010 was the hottest year in the books.
The Nobel prize-winning Intergovernmental Panel on Climate Change said "unprecedented extreme weather" caused by global warming will become increasingly frequent and make some places unlivable.

Colt McCoy has looked like a backup quarterback this year. The situation around him has not been ideal, but he?s missed a lot of throws and looked less composed than he did a year ago.
People expected McCoy to be a great fit for Pat Shurmur?s West Coast offense. But McCoy played better in Brian Daboll?s more diverse attack last year, even if McCoy?didn?t have a good time during the process.
?There were times I had to pull my helmet off to call a play in the huddle,? McCoy told Michael Silver of Yahoo! Sports. ?Guys could hear him yelling, and they?d say, ?Just take it off.? People said to me, ?Man, I ain?t never seen anything like that. Just hang in there.??
The abuse McCoy took from Daboll and the Browns coaching staff apparently became a running joke among Browns players. But McCoy said he took the constant yelling personally.
?People [outside of football] thought something was wrong with me,? McCoy said.
Silver?s entire article is worth a read, but here was the money quote from my perspective:
?I had my dad as a coach [in high school], and Mack Brown as my coach [at Texas] ? the last two years it was my offense,? McCoy said. ?Then I come here and I?m thinking, ?We?re all professionals here.? It was [confusing].
?There came a point where I just really had to find . . . me . . . who I wanted to be. It really gave me an opportunity to search, to find that, to decide what I want to stand up for. Do I even want to do this? Do I want to put up with that? I decided, when my time comes to play, I?ll be ready.?
Fair or not, the Browns coaching staff probably believed McCoy hadn?t been coached hard since junior high school. ?McCoy told Silver he appreciated the coaches making him tougher.
While we are hesitant to give Daboll credit for McCoy?s success last year, the reality is that McCoy has regressed this season. He?s averaging 6.1 yards-per-attempt, compared to 7.1 last year.
The new Browns staff may be more respectful to McCoy, but we suspect they will do something crueler than mercilessly scream at him unless drastic improvement occurs over the next six games.
They?ll find a quarterback to replace McCoy.

NEW DELHI (Reuters) ? The cabinet will decide within weeks whether to allow retailers, such as Wal-Mart Stores Inc, to operate in the country with a majority stake, a source in the finance ministry said on Wednesday.
The finance ministry has thrown its weight behind a proposal to open the so-called multi-brand retail sector to foreign direct investors, a policy change that has been in the works for years but has snagged on opposition from smaller retailers.
"A decision on the issue is only a matter of weeks (away)," the source told Reuters, adding, the cabinet may take a decision as early as next week.
India currently allows 51 percent foreign investment in single-brand retailers and 100 percent for wholesale operations, a policy that the world's top retailer Wal-Mart and Carrefour among others have lobbied to change for years.
In the backdrop of a slowing economy and the government struggling to shake off an image of policy paralysis, momentum to open up the multi-brand sector appears to have picked up.
Another government source told Reuters last week that a decision looked imminent.
However, a senior government adviser on Sunday said the policy still lacked political consensus.
Small shop owners that account for more than 90 percent of India's $450 billion retail sector oppose the entry of foreign players, fearing that they will be put out of business.
A group of senior civil servants approved the proposal to open the sector to foreign players in July, although it recommended strict local sourcing requirements and minimum investment levels.
The finance ministry was in favour of such riders, the source said.
An executive of British retail giant Tesco Plc told Reuters the company plans to build on its existing tie-up with Tata Group to expand if foreign operators are allowed to invest in multi-brand retail.

CAIRO (AP) ? Egypt's ruling military moved up the date for transferring power to a civilian government to July next year and consulted Tuesday with political parties on forming a new Cabinet. But the major concessions were immediately rejected by tens of thousands of protesters in Cairo's iconic Tahrir Square threatening a "second revolution."
"We are not leaving, he leaves," chanted the protesters, demanding that military ruler Field Marshal Hussein Tantawi and his council of generals immediately give up power to a civilian transitional authority. "The people want to bring down the field marshal," they shouted in scenes starkly reminiscent of the uprising that ousted Hosni Mubarak nine months ago.
Aboul-Ela Madi and Mohammed Selim el-Awa, two politicians who attended a five-hour crisis meeting with the military rulers, said the generals accepted the resignation of Prime Minister Essam Sharaf's government and will form a "national salvation" Cabinet to replace it.
Previously, the military rulers had floated late next year or early 2013 as the timetable for transferring power.
The military's concession came less than a week before the first parliamentary election since the ouster nine months ago of longtime authoritarian ruler Mubarak. The elections are staggered over three months.
"Our demands are clear. We want the military council to step down and hand over authority to a national salvation government with full authority," said Khaled El-Sayed, a member of the Youth Revolution Coalition and a candidate in the upcoming parliamentary election. The commander of the Military Police and the Interior Minister, who is in charge of the police, must be tried for the "horrific crimes" of the past few days, he added.
"This is the maximum we can reach. The (Tahrir) square is something and the politics is something else," Madi told The Associated Press in a telephone interview. He and Al-Awa were among 12 political party representatives and presidential hopefuls who attended the meeting with the military council. Not all parties were represented.
Madi and el-Awa also said the military agreed to release all protesters detained since Saturday and to put on trial police and army officers responsible for protesters' deaths. Nearly 30 protesters have been killed since Saturday.
They said the military agreed to hold presidential elections before the end of June 2012, a vote the ruling council has deemed the final stage necessary for transferring power.

WASHINGTON?? A man who shot an assault rifle at the White House is one of only a handful of people ever accused of trying to assassinate the president, and if the past is any guide he could spend many years in prison or a mental hospital if convicted.

Oscar Ramiro Ortega-Hernandez, 21, of Idaho Falls, Idaho, is accused of firing from a car at the White House on Nov. 11. Ortega was arrested last week in Pennsylvania after a four-day search and appeared in court in Washington for the first time Monday.
Since President John F. Kennedy was assassinated in 1963, however, only a small group of people has been accused of attempting to kill the president. There's Charles Manson follower Lynette "Squeaky" Fromme, who pointed a gun at President Gerald Ford in 1975 as he shook hands in a crowd. Then John Hinckley, who shot Ronald Reagan in 1981 in an attempt to impress actress Jodie Foster. More recent is the case of Vladimir Arutyunian, who in 2005 threw a hand grenade at President George W. Bush while he was speaking at a rally in the country of Georgia. The grenade malfunctioned and didn't go off.
Fromme served 34 years in prison. Hinckley has spent the past three decades confined to a psychiatric hospital in Washington. Arutynian is currently serving a life sentence overseas.
Story: Shooting suspect thought Obama was the 'devil'But Ortega's case may have more in common with that of Francisco Martin Duran, who is serving a 40-year prison sentence after being convicted of trying to assassinate President Bill Clinton and nine other charges.
Nearly two decades ago, the 26-year-old Colorado man stood on a sidewalk outside the White House and unloaded at least 29 rounds from an assault rifle, firing at a man who was standing in front of the White House and resembled Clinton. Like Ortega, Duran had told acquaintances that the president should die, and there were questions about Duran's mental health.
Now 43, he is serving his sentence at a Colorado prison with a projected release date of 2029.
Ortega's future is less clear. During a hearing Monday, he shook his head when the judge read the charge against him, which carries a possible sentence of up to life in prison. He was appointed a public defender and ordered held without bond. A judge set the next court hearing for Nov. 28, following a psychological evaluation.
Some similarities between the two cases are striking. Both men were reported missing by family before allegedly turning up in Washington. Ortega's acquaintances and family have said he told them he was headed to Utah for business but never returned. In Duran's case, his wife reported him missing.
Acquaintances in both cases also said both men were upset with the government. Duran's coworkers later testified at trial they had heard him say he would "kill Clinton if he had the chance." In Ortega's case, court documents filed last week allege he told acquaintances that President Barack Obama was the Antichrist and said he "needed to kill him."
A mental health defense played a role in Duran's case and could again in Ortega's. Duran's attorneys put on an insanity defense, arguing he suffered from paranoid schizophrenia and believed an "evil mist" was hovering over the White House, a claim the jury rejected. Ortega's acquaintances say he began acting strangely in recent months, suggesting he believed he was Jesus, according to a court document. His mother, however, told an Idaho newspaper last week that her son has no history of mental illness.
Some observers cite a key difference between the cases, however. Authorities say Ortega was driving when he stopped on a street south of the White House and fired from more than 700 feet away ? the length of more than two football fields. Duran fired at relatively close range at a man who resembled Clinton.
"It was a much different situation. There was a guy who walked outside who looked very much physically like Clinton: same height, same hair color," said A.J. Kramer, the head of the Washington federal public defender's office who represented Duran.
The fact Ortega may not have fired at anyone in particular could make a significant difference, said Eric A. Dubelier, a Washington lawyer who helped prosecute Duran.
"It's basically a drive-by shooting at the White House," he said of Ortega's case, adding that it could be hard to convince a jury that Ortega intended to kill the president.

Drs Ali Aliev, Yuri Gartstein and Ray Baughman, of the University of Texas at Dallas (UTD), have succeeded in producing what is technically referred to as the "mirage effect from thermally modulated transparent carbon nanotube sheets," or, as some in the popular press have termed it: an 'invisibility cloak'."
The key to this breakthrough are carbon nanotubesthe successful result of another ongoing AFOSR-funded UTD programthat have the ability to disappear when rapidly heated. In reality, this effect is due to photothermal deflection, or a mirage effect, quite similar to what a driver may experience when a highway in the distance becomes so hot that a section of the road may look like a pool of water. This is due to the bending of the light around the hot road surface wherein the driver actually sees the reflected sky in place of the pavement. The carbon nanotubes create much the same effect when heated.
AFOSR funding for this program was critical in enabling nanotube sheet fabrication which offers key advantages for photothermal deflection which permits the transparency effect to take place. This unique characteristic of nanotube sheets may one day result in applications such as photo-deflectors and for switchable transparency materials, as well as their use as thermoacoustic projectors and sonar.

Nikolas certainly has changed, I sort of like the new him. It's a really good change for him in the sense that his PTSD make perfect sense. His personality change does too. Good work Poetic!
