Royal hoax caller to testify at inquest into UK nurse's death

LONDON (Reuters) - An Australian radio presenter will give evidence at an inquest into the death of a nurse who hanged herself after putting through a hoax call seeking information on Prince William's pregnant wife Kate, the presenter's lawyers said on Monday.

Mel Greig asked to appear as an individual at the inquest into Jacintha Saldanha's death, which provoked worldwide anger at the radio DJ's actions.

"(Greig) is determined to address any questions surrounding her role in these tragic events as part of the inquest," her lawyers Slater & Gordon said in a statement.

"Ms Greig wants (Saldanha's) family to know she will answer any questions the coroner or the family's lawyers may have at the inquest."

The inquest, which had been due to start in London this Thursday, has been postponed until September 12-13 while more evidence is gathered, a spokesman for Westminster City Council confirmed.

It was not immediately clear whether Greig will give evidence in person or via videolink.

Saldanha, 46, was found hanged last December in her hospital lodgings in London, days after she answered the call from Greig and her colleague Michael Christian from Australian radio station 2Day FM.

As part of the ruse, Greig and Christian had pretended to be Queen Elizabeth and Prince Charles, William's father.

Saldanha put the call through to a colleague who, despite the DJs' unconvincing accents, disclosed details of the Duchess of Cambridge's condition during treatment for an extreme form of morning sickness in the early stages of pregnancy.

British newspapers reported that Saldanha, a mother of two, held the DJs responsible for her death in one of three suicide notes she left.

"Ms Saldanha's suicide was a devastating tragedy and Ms Greig's thoughts have been with the family ever since," her lawyers said in the statement.

2DayFM canceled the pair's show, which had been off the air since the incident, and Australia's media regulator has launched an investigation to see whether the station breached its license conditions and commercial radio codes of practice.

Southern Cross Austereo, parent company of the radio station, has also apologized and promised to donate advertising revenue to a fund for Saldanha's family with a minimum contribution of A$500,000 ($525,000).

Pathological gambling caused by excessive optimism

Apr. 29, 2013 ? Compulsive gamblers suffer from an optimism bias that modifies their subjective representation of probability and affects their decisions in situations involving high-risk monetary wagers. This is the conclusion drawn by Jean-Claude Dreher's research team at the CNC (Centre de Neurosciences Cognitives, CNRS / Universit? Claude Bernard Lyon 1). These findings, published in the May print edition of Psychological Medicine, could help explain and anticipate certain individuals' vulnerability to gambling, and could lead to new therapeutic approaches.

A growing number of gamblers suffer from pathological gambling, a disease that is usually characterized as either a loss of impulse control or a behavioral addiction. It results in an inability to limit the frequency of gambling and the amount of money wagered. This increasingly common psychiatric disorder creates financial, professional and personal hardships that can have severe consequences for the patients and the people around them. The mechanisms responsible for its emergence and development remain largely unknown, which limits the clinician's ability to proceed with a diagnosis, prognosis or effective treatment for this condition.

In this study, the researchers set out to test and verify the hypothesis that links pathological gambling to an alteration of probabilistic reasoning. The capacity to reason in probabilistic terms appears only at an advanced stage of human intellectual development (in fact, the basic concept of probability is not fully understood until the age of 11 or 12). Pioneering research in the late 1970s had already shed light on the difficulties that people experience in situations involving risk or uncertainty. These difficulties are reflected in the development and perpetuation in adults of cognitive biases1 specific to probabilistic decision-making, one of the most common being probability distortion (2).

The researchers conducted an experiment on compulsive gambling patients using a standard experimental economics task and a mathematical model for measuring both probability distortion and a more general optimism bias in relation to high-risk bets. The primary result obtained confirms the general hypothesis of a distortion, associated with pathological gambling, in the subjective representation of probabilities. The results also show that the compulsion to gamble is not explained by an exaggerated distortion of probability, but rather by an increased optimism bias. In other words, regardless of the objective probability of winning a high-risk bet, gamblers tend to act as though this probability were greater than it actually is. The researchers also observed that in the patient population under study, the intensity of this bias was significantly correlated to the severity of the symptoms.

For clinical psychiatrists, the simplicity of the procedure used to reach this conclusion could offer a rapid and reliable way of measuring the representation of probability, thus allowing them to refine both their diagnoses and therapeutic decisions. This study raises many new questions for researchers in the cognitive neurosciences: how does the brain represent the probability of winning? How do the cerebral structures responsible for this representation interact with the structures involved in the development and perpetuation of an addiction? Is a pathological gambler's particular relationship to probability accompanied by an increased sensitivity to reward and/or insensitivity to monetary loss? These important questions are now being investigated at the CNC.

Obama jokes about aging during 2nd term

WASHINGTON (AP) ? President Barack Obama joked Saturday that the years are catching up to him and he's not "the strapping young Muslim socialist" he used to be.

Obama poked fun at himself as well as some of his political adversaries during the annual White House Correspondents' Association dinner attended by politicians, members of the media and Hollywood celebrities.

Entering to the rap track "All I Do Is Win" by DJ Khaled, Obama joked about how re-election would allow him to unleash a radical agenda. But then he showed a picture of himself golfing on a mock magazine cover of "Senior Leisure."

"I'm not the strapping young Muslim Socialist that I used to be," the president remarked, and then recounted his recent 2-for-22 basketball shooting performance at the White House Easter Egg hunt.

But Obama's most dramatic shift for the next four years appeared to be aesthetic. He presented a montage of shots featuring him with bangs similar to those sometimes sported by his wife.

"So we borrowed one of Michelle's tricks," Obama said. "I thought this looked pretty good, but no bounce."

Obama closed by noting the nation's recent tragedies in Massachusetts and Texas, praising Americans of all stripes from first responders to local journalists for serving the public good.

Saturday night's banquet not far from the White House attracted the usual assortment of stars from Hollywood and beyond. Actors Kevin Spacey, Julia Louis-Dreyfus and Claire Danes, who play government characters on series, were among the attendees, as was Korean entertainer Psy. Several Cabinet members, governors and members of Congress were present.

And despite coming at a somber time, nearly two weeks after the deadly Boston Marathon bombing and 10 days after a devastating fertilizer plant explosion in West, Texas, the president and political allies and rivals alike took the opportunity to enjoy some humor. Late-night talk-show host Conan O'Brien headlined the event.

Some of Obama's jokes came at his Republican rivals' expense. He asked that the GOP's minority outreach begin with him as a "trial run" and said he'd take his recent charm offensive with Republicans on the road, including events with conservatives such as Sen. Ted Cruz, Sen. Rand Paul and Rep. Michele Bachmann.

"In fact, I'm taking my charm offensive on the road -- a Texas barbeque with Ted Cruz, a Kentucky bluegrass concert with Rand Paul, and a book-burning with Michele Bachmann," Obama joked.

Casino magnate Sheldon Adelson would have had better success getting Obama out of office if he simply offered the president $100 million to drop out of last year's race, Obama quipped.

And on the 2016 election, the president noted in self-referential irony that potential Republican candidate Sen. Marco Rubio wasn't qualified because he hasn't even served a full term in the Senate. Obama served less than four years of his six-year Senate term before he was elected president in 2008.

"I mean, the guy has not even finished a single term in the Senate and he thinks he's ready to be President," Obama joked.

The gala also was an opportunity for six journalists, including Associated Press White House Correspondent Julie Pace, to be honored for their coverage of the presidency and national issues.

The New Yorker's Ryan Lizza won the Aldo Beckman Award, which recognizes excellence in the coverage of the presidency.

Pace won the Merriman Smith Award for a print journalist for coverage on deadline.

ABC's Terry Moran was the winner of the broadcast Merriman Smith Award for deadline reporting.

Reporters Jim Morris, Chris Hamby and Ronnie Greene of the Center for Public Integrity won the Edgar A. Poe Award for coverage of issues of national significance.

Lady Liberty?s Watching You

The Statue of Liberty is upgrading its surveillance technology. Just don?t mention face recognition.

The Statue of Liberty is getting a facelift, though the changes aren?t only cosmetic. An upgraded "state of the art" security system will help keep Lady Liberty safe when it reopens soon. But what does the system entail, and could it involve a controversial new face-recognition technology that can detect visitors? ethnicity from a distance? I tried to find out?and a New York surveillance company tried to stop me.

Face recognition was first implemented at the Statue of Liberty in 2002 as part of an attempt to spot suspected terrorists whose mug shots were stored on a federal database. At the time, the initiative was lambasted by the American Civil Liberties Union, which said it was so ineffective that ?Osama Bin Laden himself? could easily dodge it.

But the technology has advanced since then: Late last year, trade magazine Police Product Insight reported that a trial of the latest face-recognition software was being planned at the Statue of Liberty for the end of 2012 to ?help law enforcement and intelligence agencies spot suspicious activity.? New York surveillance camera contractor Total Recall Corp. was quoted as having told the magazine that it was set for trial at the famed tourist attraction software called FaceVACS, made by German firm Cognitec. FaceVACS, Cognitec boasts in marketing materials, can guess ethnicity based on a person?s skin color, flag suspects on watch lists, estimate the age of a person, detect gender, ?track? faces in real time, and help identify suspects if they have tried to evade detection by putting on glasses, growing a beard, or changing their hairstyle. Some versions of face-recognition software used today remain ineffective, as investigators found in the aftermath of the Boston bombings. But Cognitec claims its latest technology has a far higher accuracy rating?and is certainly more advanced than the earlier versions of face-recognition software?like the kind used at the Statue of Liberty back in 2002. (It is not clear whether the face-recognition technology remained in use at the statue after 2002.)

Liberty Island took such a severe battering during Sandy that it has stayed closed to the public ever since?thwarting the prospect of a pilot of the new software. But the statue, which attracts more than 3 million visitors annually according to estimates, is finally due to open again on July 4. In March, Statue of Liberty superintendent Dave Luchsinger told me that plans were underway to install an upgraded surveillance system in time for the reopening. ?We are moving forward with the proposal that Total Recall has come up with,? he said, adding that ?[new] systems are going in, and I know they are state of the art.? When it came to my questions about face recognition, though, things started to get murky. Was that particular project back on track? ?We do work with Cognitec, but right now because of what happened with Sandy it put a lot of different pilots that we are doing on hold,? Peter Millius, Total Recall?s director of business development, said in a phone call. ?It?s still months away, and the facial recognition right now is not going to be part of this phase.? Then, he put me hold and came back a few minutes later with a different position?insisting that the face-recognition project had in fact been ?vetoed? by the Park Police and adding that I was ?not authorized? to write about it.

That was weird, but it soon got weirder. About an hour after I spoke with Total Recall, an email from Cognitec landed in my inbox. It was from the company?s marketing manager, Elke Oberg, who had just one day earlier told me in a phone interview that ?yes, they are going to try out our technology there? in response to questions about a face-recognition pilot at the statue. Now, Oberg had sent a letter ordering me to ?refrain from publishing any information about the use of face recognition at the Statue of Liberty.? It said that I had ?false information,? that the project had been ?cancelled,? and that if I wrote about it, there would be ?legal action.? Total Recall then separately sent me an almost identical letter?warning me not to write ?any information about Total Recall and the Statue of Liberty or the use of face recognition at the Statue of Liberty.? Both companies declined further requests for comment, and Millius at Total Recall even threatened to take legal action against me personally if I continued to ?harass? him with additional questions.

Linda Friar, a National Park Service spokeswoman, confirmed that the procurement process for security screening equipment is ongoing, but she refused to comment on whether the camera surveillance system inside the statue was being upgraded on the grounds that it was ?sensitive information.? So will there be a trial of new face-recognition software?or did the Park Police ?cancel? or ?veto? this? It would probably be easier to squeeze blood from a stone than to obtain answers to those questions. ?I?m not going to show my hand as far as what security technologies we have,? Greg Norman, Park Police captain at Liberty Island, said in a brief phone interview.

The great irony here, of course, is that this is a story about a statue that stands to represent freedom and democracy in the modern world. Yet at the heart of it are corporations issuing crude threats in an attempt to stifle legitimate journalism?and by extension dictate what citizens can and cannot know about the potential use of contentious surveillance tools used to monitor them as they visit that very statue. Whether Cognitec's ethnicity-detecting face recognition software will eventually implemented at Lady Liberty remains to be seen. What is certain, however, is that the attempt to silence reporting on the mere prospect of it is part of an alarming wider trend to curtail discussion about new security technologies that are (re)shaping society.?

?We?ve got our priorities upside down,? Senator McCain said Thursday at a Monitor-hosted breakfast for reporters. ?If we are going to take care of airline passengers, why don?t we take care of our national security? The world is a more dangerous place than I have seen ... in many respects.?

The "sequester" ? the across-the-board spending cuts that took effect last month ? has posed budget dilemmas for the Pentagon and other government agencies providing national security, and it has also meant delays at airports. Starting this week, the FAA has furloughed some control-tower staff, resulting in widespread flight postponements.

?I am terribly uncomfortable with the delays of FAA. I think it is a terrible thing. I have been subject to it myself,? Arizona senator said. But McCain, a decorated war hero and longtime member of the Senate Armed Services Committee, also said, ?Every one of our uniformed service chiefs have said they can?t defend the nation if we continue with this sequester.???

Sen. Charles Schumer (D) of New York, vice chair of the Senate Democratic Caucus, was also a guest at the breakfast. When asked what action should be taken regarding the FAA delays, he said, ?My best solution is to undo sequester and replace it with more rational types of cuts.? ?

He noted, ?Last night Jay Carney, the president?s spokesperson, said that he would be open to a solution just for FAA.? The White House and top Democrats had been holding out for a comprehensive solution to the sequester as opposed to piecemeal relief.

At Wednesday?s White House briefing, Mr. Carney said that if Congress ?wants to address specifically the problems caused by the sequester with the FAA, we would be open to looking at that.?

Sen. Jay Rockefeller (D) of West Virginia, chairman of the Senate Commerce Committee; and the panel?s ranking Republican, Sen. John Thune of South Dakota, met Wednesday with Transportation Secretary Ray LaHood and FAA Administrator Michael Huerta, seeking a solution. ?I would certainly be open? to any proposal they develop, Senator Schumer said.

McCain said, ?I will go along with whatever the FAA thing is, but it is criminal and scandalous that we are ignoring the effect of sequestration on our national security."

A simple solution to air pollution from wood-burning cookstoves

Apr. 24, 2013 ? Billions of people worldwide burn animal dung, crop residues, wood and charcoal to cook their meals. And the chemicals produced and inhaled sicken or kill millions. At particular risk are women who prepare their families' food and children 5-years-old or younger.

Up to now, most interventions have focused on improving the cookstove to lower emissions. And that would be fine, if there were enough improved cookstoves to go around. But there aren't. In 2012, only 2.5 million improved cookstoves were distributed, improving the household air pollution situation for exactly one-half of 1 percent of the world's biomass burners.

So an interdisciplinary team of Michigan Technological University students took a different tack. They decided to look for ways to improve the cooking environment, not just the stove. And they found a low-cost, highly effective way to reduce the impact of cooking over biomass fires without designing and installing high-tech, costly stoves.

Better ventilation.

The cookstove project was born in small town on the Guatemalan border with Mexico, where Michigan Tech environmental engineering graduate student Kelli Whelan was working on an Engineers Without Borders project. She noticed that the kitchen of a family who had built an attic to insulate their house from a hot aluminum roof was much cooler than others she had visited, although they all used the same kind of wood-burning cookstove.

"That made me wonder if the temperature difference helped clear the smoke out, either by a draft or the greater temperature differential between the fire and the surrounding space," she explains.

When she returned to Michigan Tech, Whelan and several fellow environmental engineering graduate students started work on a project to explore the situation. They built both a working model of a biomass cookstove and a computer model to test different kitchen and cooking conditions.

After receiving the EPA P3 grant, they surveyed Peace Corps Master's International and Pavlis Global Technological Leadership Institute students at Tech who had worked in countries where biomass-burning cookstoves are used. They also conducted more physical and computational model tests, 57 of them, testing for the presence and transport of particulate matter, carbon monoxide and carbon, as well as comparing wind speed, temperature, humidity, roofing materials, wall height, cookstove placement and windows and doors open or closed.

"Our focus was not on ventilation, but on trying to determine which factors really influence the air quality in a kitchen and which do not," said Whelan.

They discovered that ventilation is very important. "The improved cookstoves, which are supposed to reduce emissions, actually made the air quality worse under completely enclosed conditions," she said. "In contrast, we saw the greatest reduction in ambient particulate matter and carbon monoxide with an improved cookstove and with windows and doors open."

They also learned that not all ventilation helps. "Having two windows open on opposite ends of the kitchen was best, whereas having all the windows and doors open was worse," Whelan said. "This is because having all outlets open creates turbulence inside the kitchen, and the smoke is not forced out."

The Michigan Tech students took the results of their field and computer modeling analysis of cookstove air pollution to the EPA Sustainable Design Expo in Washington, DC, last week.

What made you decide to join FIT CHICKS?

I was a lifelong smoker other than one time when I quit and gained a ton of weight. But I wanted to try again and on Sunday, March 4, 2012 I had my last cigarette and on Monday, March 5, 2012 I had my first FIT CHICKS class. My goals were, stay quit, no weight gain, celebrate new healthier lungs. Did I achieve these goals? You bet!

How have you changed physically since joining FIT CHICKS?

I don?t record numbers in terms of weight & measurements? but I know two things: every fit test, I am taking it up a level of difficulty in terms of the options, and I am at least 75% stronger than I was a year ago (if not 100%!).

Livin la Vida FIT CHICK is based on 4 healthy principles. How do you incorporate them into your everyday life?

Principle 1 ? Fitness: Move Everyday?makes it a conscious choice!

Take the stairs, walk everywhere, min 3 times a week workout, hike, bike ? I love to move! I get to see nice things and it makes me feel good!

Principle 2 ? Nutrition: Eat real, whole foods made with love.

I have always made pretty good choices but now it is not just so I fit into my clothes, it is also to fuel a stronger body!

Principle 3 ? Wellness: Give yourself love.

I quit smoking ? could I love myself anymore!!

Principle 4 ? Pay it forward: Spread the healthy love to those around you.

Not to go on too much about the quitting smoking thing but no second hand smoke is good all around! Also, when I tell people that I want to be doing those tough hikes in my 70?s and 80?s, I can see them think a little harder about what shape they are going to be in down the road.

How has FIT CHICKS help keep you on track with the 4 healthy principles?

I love FIT CHICKS! :)I like the physical challenge of the classes and like being with other motivated FIT CHICKS. And those drill sergeants, they know how to press those buttons. I have never stuck with an outside class as long as Fit Chicks. I know I couldn?t keep up if I wasn?t living right in between classes.

What is your fave post workout snack that you make with love?

UMMM -? Apples and lots of Rooibois tea are my favourite post workout treats!

What is your fave FIT CHICKS Signature workouts?

I really like the stations and the partner work! Variety keeps it interesting.

Any parting words on how the power of how Livin La Vida FIT CHICK has changed you for the long haul?

I feel oddly great about being Fit CHICK off the month. I was never a jock in school and not interested or good at team sports. Now I feel, fit, fierce, strong and confident in my physical prowess which spills over into many other areas of my life!!

?Isabella ?brings it? to every class and has been a fit chick since before I started a year ago (not sure of the exact date she started we should look it up) She never misses a class and only takes time off over Christmas when she travels the world (She never spends Christmas in Canada, must be nice!)

During class she is always moving, even when I?m explaining exercises and options she is jogging on the spot or doing jumping jax. She keeps me on my toes too haha I am know to ?forget? the last set or an exercise during signature workouts like the ?dirty 30? and she always has my back with her shout out ?We?ve only done 2!!?

She doesn?t want to get off easy, she comes to class to work hard, get results and improve her cardio vascular fitness. Isabella also quit smoking this year wooohooo! She has most improved in her Push ups/Mountain climbers and burpees. She was initially worried about wrist injury and pain but she pushed through and improved her wrist strength and form and now completes all the exercises on her hands. She is a great support to me during class and has great energy, we are showing all the young ones in class that you can still ?bring it? in your 40?s! haha (not sure if she wants her age known but I?m proud of it:)?

Isabella, we are so proud of you and all of accomplishments! It is so inspiring to all chicks that starting (or already started!) living la vida FIT CHICK that they can make healthy changes ? it just takes that first step. Hagel: Syria used chemical weapons

ABU DHABI, United Arab Emirates (AP) ? U.S. intelligence has concluded "with some degree of varying confidence," that the Syrian government has used sarin gas as a weapon in its 2-year-old civil war, Defense Secretary Chuck Hagel said Thursday.

Hagel, speaking to reporters in Abu Dhabi, said the White House has informed two senators by letter that, within the past day, "our intelligence community does assess, with varying degrees of confidence, that the Syrian regime has used chemical weapons on a small scale in Syria, specifically, the chemical agent sarin."

"It violates every convention of warfare," Hagel said.

No information was made public on what quantity of chemical weapons might have been used, or when or what casualties might have resulted.

President Barack Obama has said the use of chemical weapons would be a "game-changer" in the U.S. position on intervening in the Syrian civil war, and the letter to Congress reiterates that the use or transfer of chemical weapons in Syria is a "red line for the United States." However, the letter also hints that a broad U.S. response is not imminent.

White House legislative director Miguel Rodriguez, who signed the letter, wrote that "because the president takes this issue so seriously, we have an obligation to fully investigate any and all evidence of chemical weapons use within Syria."

The letters went to Sens. John McCain, R-Ariz., and Carl Levin, D-Mich.

The assessment, Rodriguez says, is based in part on "physiological samples."

He also said the U.S. believes that the use of chemical weapons "originated with the Assad regime." That is consistent with the Obama administration's assertion that the Syrian rebels do not have access to the country's stockpiles.

In Washington, McCain quoted from the letter the White House sent to several senators who had pressed the administration about Syria's possible use of chemical weapons.

"We just received a letter from the president in response to our question about whether Assad had used chemical weapons," McCain told reporters following a closed briefing with Secretary of State John Kerry on Syria and North Korea.

Suspect in Canada terror plot rambles in court appearance

TORONTO (AP) ? One of two men accused of plotting with al-Qaida members in Iran to derail a train in Canada became radicalized to the point that his father reached out to a Muslim support group for help and advice, a local religious leader said Wednesday.

Muhammad Robert Heft, president of the Paradise Forever Support Group Inc., a non-profit organization that provides support to Muslims in Canada, said Mohammad Jaser came to him several times citing concerns about the radicalization of his son.

"He came to me about his son saying he how concerned he was getting about the rigidness of his son and his interpretation of Islam. He was becoming self-righteous, becoming pushy, pushing his views on how much they (his family) should be practicing as a Muslim," said Heft.

Jaser's son Raed, 35 has been charged along with Chiheb Esseghaier, 30 with conspiring to carry out an attack and murder people in association with a terrorist group in their plot to derail a train that runs between New York City and Montreal.

Canadian investigators say the men received guidance from members of al-Qaida in Iran. Iranian government officials have said the government had nothing to do with the plot.

"His son was becoming overzealous and intolerant in his understanding of the religion," Heft. "Those are the telltale signs that can lead into the radicalization process."

The discussions took place between 2010 and 2011, while the father was renting a basement apartment in Heft's home in Markham, Ontario.

On Wednesday, the other suspect appeared briefly in court where he made a statement suggesting he did not recognize the court's jurisdiction.

"We are waiting for the disclosure and we will be defending against the charges," Norris said in a telephone interview on Wednesday.

Norris declined to comment when asked if he wanted his client's case separated from Esseghaier, who has spoken out twice in court despite being advised not to.

Police ? tipped off by an imam worried by the behavior of one of the suspects ? said it was the first known attack planned by al-Qaida in Canada. The two could be sentenced to life in prison if convicted.

The case has raised questions about the extent of Shiite-led Iran's relationship with al-Qaida, a predominantly Sunni Arab terrorist network. It also renewed attention on Iran's complicated history with the terror group, which ranges from outright hostility to alliances of convenience and even overtures by Tehran to assist Washington after the Sept. 11, 2001, attacks on the United States. Canadian police said this week they didn't think it was a case of state sponsored terrorism.

Law officials in New York with knowledge of the investigation told The Associated Press the attack was to take place on the Canadian side of the border. They are not authorized to discuss the investigation and spoke only on condition of anonymity.

Norris has questioned the timing of the arrests, pointing to ongoing debates in the Canadian Parliament over a new anti-terrorism law that would expand the powers of police and intelligence agencies.

Norris has noted Jaser was a permanent resident of Canada who has lived there for 20 years. Norris refused to say where Jaser was from, saying that revealing his nationality in the current climate amounted to demonizing him.

Canadian police have declined to release the men's nationalities, saying only they had been in Canada a "significant amount of time." But a London-based newspaper Al Arab reported Wednesday, citing unnamed sources in the Gulf, that Jaser is a Jordanian passport holder with full name Raed Jaser Ibrahim Amouri, who had visited the UAE several times and most recently in September 2011. The newspaper reported that the suspect also visited other Gulf countries including Qatar and Saudi Arabia. It was not possible to independently confirm the report.

Esseghaier, in a profile on a university department website ? which has since been removed ? says he was born in Tunis, Tunisia.

The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security. Canadian police said the men never got close to carrying out the attack.

The warning first came from an imam in Toronto, who in turn was tipped off by suspicious behavior on the part of one of the suspect.

Toxicity profile informs decision on preferred conditioning regimen in autologous transplant for neuroblastoma

Apr. 24, 2013 ? The stem cell transplant regimen that was commonly used in the United States to treat advanced neuroblastoma in children appears to be more toxic than the equally effective regimen employed in Europe and Egypt, according to a new study to be presented at the 26th annual meeting of the American Society of Pediatric Hematology Oncology in Miami April 24-27. The U.S. regimen was associated with more acute toxicity to the kidneys and liver.

This and other research informed the recent decision of the Children's Oncology Group (COG) to switch to the busulfan-based regimen used for years in Europe and Egypt, said senior author Leslie E. Lehmann, MD, clinical director of pediatric stem cell transplantation at Dana-Farber/Children's Hospital Cancer Center (DF/CHCC) in Boston.

Both approaches to high-risk neuroblastoma employ high doses of chemotherapy to eradicate cancer cells followed by infusion of the patient's previously collected stem cells to allow the patient to recover more quickly and safely. Since 2007, physicians at DF/CHCC and others in the Children's Oncology Group had been using a combination of high-dose carboplatin, etoposide, and melphalan to prepare patients for transplant, said Lehmann. European centers have preferred busulfan and melphalan over the platinum-based regimen.

"We have had a long-standing collaboration with Children's Cancer Hospital Egypt in Cairo, which is under the leadership of senior author Dr. Alaa Elhaddad," Lehmann said. "We decided to compare the toxicities in patients who received care that was very similar except for the drugs used in the preparative regimen.

"We found there was no difference in survival, but our regimen was associated with more liver and kidney toxicity and more bloodstream infections," she noted. "This was very useful information as COG contemplated switching to the European approach."

In addition to the idea of using toxicity data to choose between approaches of similar efficacy, Lehmann noted, "This study demonstrates you can have true collaboration between transplant centers located in very different parts of the world."

First author of the study is Yasser Elborai, MD, of the Children's Cancer Hospital Egypt.

Poll: Aging US in denial about long-term care need

WASHINGTON (AP) ? We're in denial: Americans underestimate their chances of needing long-term care as they get older ? and are taking few steps to get ready.

A new poll examined how people 40 and over are preparing for this difficult and often pricey reality of aging, and found two-thirds say they've done little to no planning.

In fact, 3 in 10 would rather not think about getting older at all. Only a quarter predict it's very likely that they'll need help getting around or caring for themselves during their senior years, according to the poll by the AP-NORC Center for Public Affairs Research.

That's a surprise considering the poll found more than half of the 40-plus crowd already have been caregivers for an impaired relative or friend ? seeing from the other side the kind of assistance they, too, may need later on.

"I didn't think I was old. I still don't think I'm old," explained retired schoolteacher Malinda Bowman, 60, of Laura, Ohio.

Bowman has been a caregiver twice, first for her grandmother. Then after her father died in 2006, Bowman moved in with her mother, caring for her until her death in January. Yet Bowman has made few plans for herself.

"I guess I was focused on caring for my grandmother and mom and dad, so I didn't really think about myself," she said. "Everything we had was devoted to taking care of them."

The poll found most people expect family to step up if they need long-term care ? even though 6 in 10 haven't talked with loved ones about the possibility and how they'd like it to work.

Bowman said she's healthy now but expects to need help someday from her two grown sons. Last month, prompted by a brother's fall and blood clot, she began the conversation by telling her youngest son about her living will and life insurance policy.

"I need to plan eventually," she acknowledged.

Those family conversations are crucial: Even if they want to help, do your relatives have the time, money and knowhow? What starts as driving Dad to the doctor or picking up his groceries gradually can turn into feeding and bathing him, maybe even doing tasks once left to nurses such as giving injections or cleaning open wounds. If loved ones can't do all that, can they afford to hire help? What if you no longer can live alone?

"The expectation that your family is going to be there when you need them often doesn't mean they understand the full extent of what the job of caregiving will be," Susan Reinhard, a nurse who directs AARP's Public Policy Institute, said. "Your survey is pointing out a problem for not just people approaching the need for long-term care, but for family members who will be expected to take on the huge responsibility of providing care."

Those who have been through the experience of receiving care are less apt to say they can rely on their families in times of need, the poll found.

With a rapidly aging population, more families will be facing those responsibilities. Government figures show nearly 7 in 10 Americans will need long-term care at some point after they reach age 65, whether it's from a relative, a home health aide, assisted living or a nursing home. On average, they'll need that care for three years.

Despite the "it won't happen to me" reaction, the AP-NORC Center poll found half of those surveyed think just about everyone will need some assistance at some point. There are widespread misperceptions about how much care costs and who will pay for it. Nearly 60 percent of those surveyed underestimated the cost of a nursing home, which averages more than $6,700 a month.

Medicare doesn't pay for the most common types of long-term care. Yet 37 percent of those surveyed mistakenly think it will pay for a nursing home and even more expect it to cover a home health aide when that's only approved under certain conditions.

The harsh reality: Medicaid, the federal-state program for the poor, is the main payer of long-term care in the U.S., and to qualify seniors must have spent most of their savings and assets. But fewer than half of those polled think they'll ever need Medicaid ? even though only a third are setting aside money for later care, and just 27 percent are confident they'll have the financial resources they'll need.

In Cottage Grove, Ore., Police Chief Mike Grover, 64, says his retirement plan means he could afford a nursing home. And like 47 percent of those polled, he's created an advance directive, a legal document outlining what medical care he'd want if he couldn't communicate.

Otherwise, Grover said he hasn't thought much about his future care needs. He knows caregiving is difficult, as he and his brother are caring for their 85-year-old mother.

Still, "until I cross that bridge, I don't know what I would do. I hope that my kids and wife will pick the right thing," he said. "It depends on my physical condition, because I do not want to be a burden to my children."

The AP-NORC Center poll found widespread support for tax breaks to encourage saving for long-term care, and about half favor the government establishing a voluntary long-term care insurance program. An Obama administration attempt to create such a program ended in 2011 because it was too costly.

The older they get, the more preparations people take. Just 8 percent of 40- to 54-year-olds have done much planning for long-term care, compared with 30 percent of those 65 or older, the poll found.

Mary Pastrano, 74, of Port Orchard, Wash., has planned extensively for her future health care. She has lupus, heart problems and other conditions, and now uses a wheelchair. She also remembers her family's financial struggles after her own father died when she was a child.

"I don't want people to stand around and wring their hands and wonder, 'What would Mom think was the best?'" said Pastrano, who has discussed her insurance policies, living will and care preferences with her husband and children.

Still, Pastrano wishes she and her husband had started saving earlier, during their working years.

"You never know how soon you're going to be down," she said. "That's what older people have a problem understanding: You can be in your 60s and then next flat on your back. You think you're invincible, until you can't walk."

The AP-NORC Center for Public Affairs Research survey was conducted Feb. 21 through March 27, with funding from the SCAN Foundation. The SCAN Foundation is an independent, nonprofit organization that supports research and other initiatives on aging and health care. The nationally representative poll involved landline and cellphone interviews with 1,019 Americans age 40 or older. It has a margin of sampling error of plus or minus 4.1 percentage points.

The fight over Internet sales taxes : Columbia Journalism Review

We?re more than 20 years into the mainstream Web era?20 years!?and Congress is finally seriously considering force retailers to collect sales taxes online, ending a loophole that has given online-only retailers an unfair advantage over physical retailers.

Thanks to a catalog company?s 1992 Supreme Court victory, states can?t require retailers that don?t have a physical presence within their borders to collect sales taxes on transactions done living in the state. That ruling predated the Mosaic browser by less than eight months, and combined with inaction at the federal level, it has given online retailers a serious leg up (as much as 10 percent) over their bricks-and-mortar competition.

When Congress considered legislation to fix the problem back in the (original) dot.com bubble, opponents argued that taxes would kill the baby in the cradle.

When online retailers turned into Baby Huey?and Amazon is the poster child here?they argued that it would be a logistical burden to collect sales taxes in the thousands of different localities?never mind that the Barnes & Nobles and Targets of the world have already had to do that with their online sales.

Now Amazon, having lost several battles with states over collecting taxes, and wanting to expand its physical presence to speed up its delivery, says it?s on board with a federal law allowing states. That leaves eBay to pick up the slack, as The New York Times?s Andrew Ross Sorkin writes in a very good column on Tuesday.

Its CEO, John Donahoe, sent an email to millions of eBay users (including me) this weekend urging us to bombard our representatives with complaints about unfairly taxing small business. And by ?small business,? he means any business with less than $10 million a year in revenue. The so-called Marketplace Fairness Act, which just flew through the Senate, would mandate tax collection by companies with $1 million in sales and up. Sorkin:

Mr. Donahoe, who deserves credit for turning around eBay in recent years, isn?t trying to protect the mom-and-pop store or the struggling artist, he?s trying to keep substantial businesses with real revenue from paying taxes.

And Sorkin is great to call out eBay for trotting out, yet again, the misleading idea that the federalist patchwork of tax rates would make it impossible to collect the taxes:

Part of eBay?s argument is that it is too complicated and expensive for small merchants to collect the tax. ?Are you prepared to collect sales taxes in the more than 9,600 tax jurisdictions across the U.S.?? Mr. Donahoe asked.

What Mr. Donahoe did not mention is that Amazon will already collect this tax for merchants if they ask, and eBay will help provide them with third-party technology services that will help them do this, too. There are a number of companies that will manage and streamline the process, like Avalara or TaxCloud.

Mr. Enzi?s Marketplace Fairness Act discriminates against Internet-based businesses by imposing burdens that it does not apply to brick-and-mortar companies. For the first time, online merchants would be forced to collect sales taxes for all of America?s estimated 9,600 state and local taxing authorities.

New Hampshire, for example, has no sales tax, but a Granite State Web merchant would be forced to collect and remit sales taxes to all the governments that do. Small online sellers will therefore have to comply with tax laws created by distant governments in which they have no representation, and in places where they consume no local services.

Meanwhile, New Hampshire?s brick-and-mortar retailers will bear no such burden. They will not be required to collect taxes on the many customers who drive across the Maine and Massachusetts borders to shop in New Hampshire

First, it?s just not true that this is a burden that doesn?t apply to bricks-and-mortar stores. Again, online tax collection has always applied to retailers like Barnes & Noble, which has a robust online presence and stores in all 50 states plus DC. As far as bricks-and-mortar stores in sales-tax-free states not collecting taxes on border crossers, this seems like a comparatively minor problem since the combined population of those five states is 2.5 percent of the total US.

This programme assists young people in gaining the skills and knowledge to safely cycle and hopefully encourage them into the world of cycling as a mode of transport, and as a source of recreation and sport.

Cycling is an ideal form of transport for young people providing a healthy, cheap and
environmentally friendly way to get about. The children enjoyed the programme and are now more confident cyclists.

Usher's shocking steal isn't all that shocking

Usher's supposed dramatic steal was really pretty dull.

Promos for ?The Voice? before this week began promised us something shocking. One of the new judges, the commercials claimed, would do something crazy with one of their steals. Since Shakira had already used both of hers, this meant Usher was the coach to watch.

What would he do that would cause chaos? Would he try to steal one of his own singers? Poach someone before one of the other coaches had made up their mind? Not use his steals at all and go into the knockout round with fewer singers? Ask to bring someone back from the blind auditions and insert them directly into the knockout round? The possibilities were endless.

And ultimately meaningless.

On Monday, the most controversial thing Usher did was wait until the last possible second before using his first steal to nab C. Perkins as he was dejectedly making his way offstage. On Tuesday, he went all wild and crazy and ? picked a singer who sang in a language he didn?t understand.

The Earth kept on turning.

This was after the marquee battle of the night, courtesy of Team Shakira, who had the matchup of Latino singers in Mary Miranda vs. Cathia.? After some mildly interesting sniping back and forth, they took the stage to sing Shakira?s own ?Antes de las Seis.?? Those not familiar with Shakira?s music may have nevertheless guessed from the title that the lyrics are in Spanish, but the coaches were impressed nonetheless.

?Didn?t understand a word, obviously, but I felt all of it,? Adam Levine said. ?You?re both amazing singers.?

Next up, Blake Shelton. ?It?s a little bit out of your territory,? host Carson Daly noted.

?What on Earth does that mean?? Blake said.

?That means you barely speak English,? Carson responded.

Zing!

But don?t sell him short. Blake can be egotistical in multiple tongues.

?I didn?t know what you all were singing about, but I?m pretty sure it was about me,? Blake said.

He got the boost he was looking for. ?I wrote that song for Blake. He?s broken my heart so many times,? Shakira responded.

Miranda Lambert won?t be happy with that.

Usher took a different tack. ?I don?t know if it was a bad thing or just narcissistic on her part to pick her own record to have you sing,? he began, but got no further before Shakira interrupted with a lengthy and spirited defense.

?Never get into an argument with a Latin woman,? Usher said.

And then, perhaps to make it up to her, he stole Cathia after Shakira declined to pick her. So all?s well that ends well, even if it?s not exactly what NBC promised.

First vaccine to help control some autism symptoms

Apr. 24, 2013 ? A first-ever vaccine created by University of Guelph researchers for gut bacteria common in autistic children may also help control some autism symptoms.

The groundbreaking study by Brittany Pequegnat and Guelph chemistry professor Mario Monteiro appears this month in the journal Vaccine.

They developed a carbohydrate-based vaccine against the gut bug Clostridium bolteae.

C. bolteae is known to play a role in gastrointestinal disorders, and it often shows up in higher numbers in the GI tracts of autistic children than in those of healthy kids.

More than 90 per cent of children with autism spectrum disorders suffer from chronic, severe gastrointestinal symptoms. Of those, about 75 per cent suffer from diarrhea, according to current literature.

"Little is known about the factors that predispose autistic children to C. bolteae," said Monteiro. Although most infections are handled by some antibiotics, he said, a vaccine would improve current treatment.

"This is the first vaccine designed to control constipation and diarrhea caused by C. bolteae and perhaps control autism-related symptoms associated with this microbe," he said.

Autism cases have increased almost sixfold over the past 20 years, and scientists don't know why. Although many experts point to environmental factors, others have focused on the human gut.

Some researchers believe toxins and/or metabolites produced by gut bacteria, including C. bolteae, may be associated with symptoms and severity of autism, especially regressive autism.

Pequegnat, a master's student, and Monteiro used bacteria grown by Mike Toh, a Guelph PhD student in the lab of microbiology professor Emma Allen-Vercoe.

The new anti- C. bolteae vaccine targets the specific complex polysaccharides, or carbohydrates, on the surface of the bug.

The vaccine effectively raised C. bolteae-specific antibodies in rabbits. Doctors could also use the vaccine-induced antibodies to quickly detect the bug in a clinical setting, said Monteiro.

The vaccine might take more than 10 years to work through preclinical and human trials, and it may take even longer before a drug is ready for market, Monteiro said.

"But this is a significant first step in the design of a multivalent vaccine against several autism-related gut bacteria," he said.

Monteiro has studied sugar-based vaccines for two other gastric pathogens: Campylobacter jejuni, which causes travellers' diarrhea; and Clostridium difficile, which causes antibiotic-associated diarrhea.

The research was supported by the Natural Sciences and Engineering Research Council.

Kerry seeks to boost Afghan, Pakistan ties

(AP) ? U.S. Secretary of State John Kerry has brought senior Afghan and Pakistani officials together for security talks aimed at improving relations between the two nations ahead of next year's withdrawal of NATO combat forces from Afghanistan.

Kerry was meeting Afghan President Hamid Karzai and Pakistani military chief Gen. Ashfaq Parvez Kayani on Wednesday at Truman Hall, the secluded estate on the outskirts of Brussels that is home to the U.S. Ambassador to NATO. Kerry said as he opened the meeting that the talks were important, as Afghanistan is currently in a "critical transformational period."

Ties between Afghanistan and Pakistan have long been strained over links between Pakistan's security apparatus and the Taliban. The U.S. supports Afghan-Taliban reconciliation but Karzai has said the effort must have Pakistan's backing to succeed.
